Electricity and Utility Infrastructure

Plastic recycling machinery such as shredders, grinders, dryers, extruders and pelletisers can require substantial electrical power.

The proposed site should therefore be checked for available power infrastructure and the possibility of obtaining the required sanctioned load.

Simply having an electricity connection near the site does not mean the required industrial load can be provided easily.

Other utilities may include compressed air, cooling water, ventilation, fire-water systems and wastewater-treatment equipment.

The project should estimate the full utility requirement according to plant capacity and operating hours before final land acquisition.

Distance from Recycled Plastic Buyers

A good location must work on both sides of the supply chain.

The plant needs plastic waste coming in, but it also needs customers for recycled flakes, granules or finished products.

Potential buyers may include plastic processors, packaging manufacturers, pipe producers, textile companies, injection moulders and extrusion units depending on the recycled material being produced.

Therefore, site selection should examine:

A plant located extremely close to feedstock but hundreds of kilometres from all major buyers may still carry high logistics costs.

The best site usually balances incoming and outgoing transportation.

Environmental and Regulatory Suitability

Regulatory assessment should be completed before the land purchase is finalised.

Depending on the process and location, a plastic recycling facility may need to assess Consent to Establish, Consent to Operate, applicable Plastic Waste Management registration, factory-related approvals, fire compliance and other local permissions.

A plant involving washing and wastewater generation will generally have different environmental requirements from a dry-processing operation.

A technically good recycling process cannot solve a poor land-selection decision if the activity is difficult to approve at that particular location.

Storage and Fire Safety

Plastic waste and recycled products can create a significant combustible load, making storage planning important.

Incoming waste should be organised by material type and contamination level. Finished flakes or granules should be stored separately from raw plastic scrap and process rejects.

The layout should allow adequate emergency access and suitable fire-protection infrastructure.

This is particularly important for larger plants that may keep several days or weeks of raw material inventory.

Fire and safety requirements should be incorporated at the site-selection and layout stage rather than added after the plant has already been constructed.

Compare Sites on Total Operating Cost

Investors should shortlist multiple sites and compare them using a common financial model.

The site comparison should consider:

For example, one location may offer land at a significantly lower price but require waste to travel 150 km. Another may have higher land cost but be only 30 km from major waste suppliers and close to recycled-plastic buyers.

Over many years of operation, the second location may generate much larger savings than the difference in initial land cost.
