Officially called Mobilité Francophone, this stream sits inside Canada's International Mobility Program. It runs under exemption code C16, which means employers skip the Labour Market Impact Assessment step. There's no job posting requirement and no wage-comparison review. The program exists to grow French-speaking communities outside Quebec, connecting bilingual workers with employers from British Columbia to Newfoundland. 

Government numbers back up the demand. In 2024, French-speaking newcomers made up 7.21% of all permanent residents admitted outside Quebec, roughly 30,550 people, well past Ottawa's own 6% target for that year (source). Key Requirements & Who Can Apply

The bar for this stream sits lower than most people assume. Two factors decide almost everything, how well an applicant speaks French and what kind of job offer backs the application. Age, work history, and education matter little. 

 

Job and Location Rules 

Where the job is located matters as much as what it pays. 

  • The position must be located outside Quebec 

  • Almost any occupation counts, NOC TEER levels 0 through 5 

  • The one exclusion is primary agriculture roles in TEER 4 and 5 

  • There's no age cap, no point system, and no minimum work history 

Language Rules for the Francophone Mobility Work Permit 

French ability is the real gatekeeper here, and IRCC checks it closely for Francophone Mobility work permit before anything else. 

  • Minimum score: NCLC level 5 in speaking and listening 

  • Accepted proof includes TEF Canada, TCF Canada, or a transcript from French-language schooling 

  • IRCC does not test reading or writing skills for this stream 

  • The job itself does not need to run in French day to day 

Step-by-Step Application Guide 

Two people carry this application forward, an employer and a worker. Each side has a short, specific list of tasks, and skipping one usually causes delays. Here's the typical order of events. 

Employer's Role 

An employer handles most Francophone Mobility Canada paperwork before an applicant gets involved. 

  • Register on IRCC's Employer Portal 

  • Submit the job offer under exemption code C16 

  • Pay the $230 employer compliance fee 

  • Send the worker a 7-digit offer number 

Worker's Role 

This is the point where paperwork becomes personal. Once that offer number arrives, the rest of the process sits entirely with the applicant, from documents to travel. 

  • Gather a passport, valid French test results, and any required medical exam or police certificate 

  • Submit the work permit application online through IRCC 

  • Pay the $155 processing fee 

  • Wait for a decision, then plan travel once IRCC approves the LMIA-Exempt Work Permit Canada application 

Meeting the French and job requirements only covers half the work. Getting documents right the first time is what actually saves weeks. Careful preparation, not luck, determines how smoothly an offer letter becomes an approved work permit.
