Vehicle receipt - verification - depollution - dismantling - component segregation - chassis destruction - material recovery - recycling or authorised disposal

Who Can Set Up an RVSF in India?

An RVSF can be developed by eligible legal entities such as companies, firms, societies and other permitted business structures that meet the prescribed requirements.

The Motor Vehicle Scrapping Rules require basic legal and business credentials such as applicable incorporation or establishment documents, GST registration and PAN.

A vehicle scrapping project may therefore be suitable for:

Good road connectivity is important because vehicles may arrive by tow truck or carrier.

Step 3: Obtain Consent to Establish

Environmental approval should not be treated as an afterthought.

Under the amended RVSF rules, the entity should have Consent to Establish, or CTE, approval from the concerned Pollution Control Board.

The CTE application may require information about:

MoRTH has also facilitated RVSF applications through the National Single Window System, while the vehicle-scrapping ecosystem uses VAHAN-linked IT infrastructure.

Under the principal RVSF Rules, the initial registration is valid for 10 years and can be renewed for another 10 years at a time, subject to compliance.

Businesses should check the current state and portal procedure when applying, as implementation and supporting approvals can involve both central and state systems.

RVSF Registration Fee and Security Deposit

The principal RVSF Rules prescribe a non-refundable processing fee of ₹1,00,000 for each proposed RVSF.

They also prescribe an earnest money bank guarantee or non-interest-bearing security deposit of ₹10,00,000 for each facility for the applicable period.

These figures should not be confused with the complete plant setup cost.

End-of-Life Vehicle Registration Requirements

The regulatory framework expanded further with the Environment Protection (End-of-Life Vehicles) Rules, 2025.

These rules require an RVSF to apply in Form 5 to the concerned State Pollution Control Board for registration. State Boards register RVSFs through the centralised online system.

This environmental registration operates alongside the vehicle-scrapping registration framework.

The 2025 rules also require RVSFs to maintain records showing vehicles received, recovered materials and materials transferred to authorised recycling or disposal facilities.

The exact checklist can vary by state and project, but an RVSF application file typically includes business, land and technical information.

A larger mechanised plant with significant storage, advanced depollution systems, baling or shredding equipment and high vehicle-handling capacity can require several crores.

The final investment depends on:

Capacity + land + automation + vehicle category + machinery + environmental infrastructure + working capital

Land and working capital can significantly change the total project cost.

EPR Certificates and New Opportunities for RVSFs

The 2025 End-of-Life Vehicle Rules introduced an important EPR mechanism for the sector.

The rules provide for EPR certificates to be issued in favour of RVSFs based on the weight of steel scrap generated from processed end-of-life vehicles, subject to accounting for other recovered materials and environmentally sound disposal of non-recoverable waste.

Producers can purchase eligible EPR certificates through the centralised portal to meet applicable obligations.

This means record quality is becoming increasingly important.

A facility needs reliable records of vehicles processed, steel recovered and other waste streams handled.

Ongoing Compliance After RVSF Approval

Receiving registration does not finish the compliance process.

Under the 2025 ELV Rules, RVSFs must file quarterly returns showing the weight of vehicles received and category-wise quantities recycled, refurbished or sent to recycling and disposal facilities.
