Carbon capture does not always mean storage; in some cases, captured CO₂ can become a feedstock. The Europe carbon management market includes utilization pathways that transform CO₂ into valuable products: synthetic fuels (via hydrogenation), chemicals (methanol, formic acid, urea), polymers (polycarbonates), and building materials (carbonated aggregates). For a hydrogen producer, combining green hydrogen with captured CO₂ in a methanol synthesis reactor produces renewable methanol that can be used as a fuel or chemical intermediate. For a concrete manufacturer, injecting CO₂ into fresh concrete during mixing forms calcium carbonate minerals within the matrix, permanently storing the CO₂ and increasing compressive strength. For a greenhouse grower, CO₂ enrichment accelerates plant growth, increasing yields while sequestering carbon in biomass. These utilization pathways, when powered by renewable energy and using biogenic or captured CO₂, can produce products with lower carbon footprints than conventional alternatives.

The economic viability of utilization depends on product value. The Europe carbon management market recognizes that not all utilization pathways are equal. Mineral carbonation produces low-value aggregates but can be integrated with existing aggregate production, storing CO₂ at low marginal cost. Synthetic fuel production faces high costs for green hydrogen; unless regulations require low-carbon fuels (e.g., for aviation or shipping), it may not compete with fossil fuels. Chemical synthesis, producing methanol or formic acid, benefits from existing markets and the ability to sell products as "defossilized." For a chemical company facing pressure to decarbonize its supply chain, bio-based or CO₂-based feedstocks can reduce scope 3 emissions. Some utilization pathways are considered permanent storage if the product's carbon is not re-released within a certain timeframe—for example, carbonated aggregates in construction are likely permanent; synthetic fuels, when burned, re-release CO₂ and are not storage.

Connecting the Europe carbon management market with the Europe CCS market shows the difference between recycling and disposal. The Europe CCS market (carbon capture and storage) is strictly about permanent geological storage, with no utilization. For net-zero goals, CCS is essential for emissions that cannot be eliminated. Utilization, when combined with storage of the product's carbon, can also be net-negative. But utilization alone, if the product's carbon is later released, is just recycling—it does not remove CO₂ from the atmosphere. Policymakers and investors must distinguish between the two. As the Europe carbon management market grows, a portfolio of both CCS and CCU will be needed, with clear accounting rules to ensure that claimed emissions reductions are real and additional.
